WHAT WE DO

 

In its endeavor to empower young girls and teen women, the Federal City Public Service Foundation (FCPSF) carries out its mission through a variety of programs:

 

Scholarships & Awards

  • FCPSF partners with other entities that provide academic scholarship awards, specifically: The FCAC Scholarship Program provides financial assistance to African-American, District of Columbia high school (public, private, or charter) students pursuing a baccalaureate degree.

  • FCPSF partners with other entities that provide academic scholarship awards, specifically: The Dr. Jowava Morrow Book Scholarship.

    Established by the Leggett Harrison family in memory of their matriarch, this scholarship awards (2) $500 book scholarships to graduating high school students from Washington, DC or Maryland to support their college education.

  • The award season for The Jowava Morrow Book Scholarship has ended.  Please check back in January 2026!

  • The Dorothy Mae Lee Williams Journalism, Media, Communications Scholarship provides financial assistance to African American women pursuing studies in the field of journalism, media, or communications. This $5,000 scholarship is dedicated to the memory of Mrs. Williams who was an elementary school educator in Detroit, Michigan.  This scholarship is being made available through a generous donation by Dr. J. C. Hayward, a notable journalist in Washington, DC. For many years she was at the same TV affiliate as current journalist Lesli Foster, the granddaughter of Dorothy Mae Lee Williams. These women share a common bond of membership in Delta Sigma Theta Sorority, Inc. The Dorothy Mae Lee .Williams Journalism, Media, Communications Scholarship is offered through The Federal City Public Service Foundation (FCPSF).

Community Based Grants

  • Non-profit community-based organizations and agencies that implement projects directly benefiting young girls and teen women are encouraged to submit proposals.

  • Since 2019, the Celebrating Our Girls (COG) program awards a $1,000 grant to young girls and teen women in the Washington, DC metropolitan area who make exceptional contributions to SSTEEAM (Science, Service, Technology, Engineering, Entrepreneurship, Arts, and Mathematics). Members of FCPSF board select the honorees.

Fund Development

  • FCPSF welcomes and seeks opportunities to promote causes that support its mission and sustain its programs.
